I. AGENDA : Adopted agenda as presented.

II. RECOGNITION

A. DISTRICT LOGO/WEBSITE: Recognized PES teacher Joey Simmons who designed the new district logo as well as the district technology department including Robin Duffy, John Haynes, and Dave Perison for their work on the new web site.
B. NORTHERN MIDDLE SCHOOL BETA CLUB: NMS teacher and club sponsor Mary Jane Brown and students shared their experiences in Boston, New York, and Ground Zero this summer.

III. COMMUNICATIONS/REPORTS

A. SCHOOL RENOVATIONS/ADDITIONS PROGRESS REPORTS: Ed Cook gave facility updates.
B. CERTIFIED/CLASSIFIED PERSONNEL ACTIONS: Reported to Board.
C. SUPERINTENDENT’S REPORT: CTBS test scores were presented (see web site front page story for details); Mr. Eaton offered prayers for the families involved in the Slate Branch Bus wreck; new PCHS principal Mike Deaton was introduced; Mr. Eaton praised staff for a very smooth opening week; and enrollment information was presented with a preliminary indication of an increase from last year.

IV. ACTION ITEMS WITH DISCUSSION

A. TREASURER’S REPORT/AUTHORIZE PAYMENT OF BILLS: Approved
B. CREATE/AMEND/ABOLISH PERSONNEL POSITIONS: Approved
C. ANNUAL FINANCIAL REPORT 2002-2003: Approved. End of year financial report available upon request from Bill Boyd.
D. MOTOR VEHICLE & WATERCRAFT PROPERTY TAX RATE CERTIFICATION 2002-2003: Approved rate of 50.3 cents which is unchanged from the 2002 rate.
E. SET 2002-2003 REAL ESTATE & PERSONAL PROPERTY TAX RATE LEVY, AND 3% UTILITY TAX LEVY: Approved rate of 37.6 cents which is .5 cents lower than 2002.
F. RIGHT-OF-WAY EASEMENT BURNSIDE ELEMENTARY: Approved easement for sewer.

V. ACTION ITEMS BY CONSENT

A. MINUTES: Approved minutes from previous meeting.
B. 2002-2003 BID SCHEDULE: Approved
C. BULK ADVERTISING AGREEMENT COMMONWEALTH JOURNAL: Approved
D. MICROCOMPUTER SPECIALIST SERVICES MOA: Approved with Science Hill School.
E. STUDENT CODE OF CONDUCT/ATTENDANCE HANDBOOK: Approved. Major changes only included limitation on parent notes.
F. PULASKI CENTRAL SCHOOL-TO-WORK PROGRAM 2002-2003: Approved $14,000.
G. ADULT ED., LITERACY & FAMILY LITERACY GRANT: Approved
H. ADULT ED. CUSTOMIZED TRAINING GRANT AGREEMENT: Approved for Pyramid Machine Services, Inc.
I. PERKINS GRANT 2002-2003: Approved grant for $106,249.
J. MENTAL HEALTH CONTRACTS: Approved contracts for InTrust, Friends of Kentucky families, and Phoenix Preferred Care.
K. SCHOOLWIDE FUND-RAISING PROJECT: Approved projects for Nancy Elementary and Northern Middle School.
L. USE OF FACILITY REQUESTS: Approved for Faubush Tri-County Fire Department at Nancy and Lake Cumberland Merchants at Southwestern High School.

VI. EXECUTIVE SESSION

A. PERSONNEL/SUPERINTENDENT’S EVALUATION KRS 61.810 (1) (F): Met in executive session to discuss Superintendent performance with no action taken.
