PBIS Tier 2

Secondary Behavioral Prevention (or PBIS Tier 2) is designed to provide targeted interventions to support students who are not responding to Primary Prevention (or Tier 1) efforts. Interventions and supports within Tier 2 are more intensive since it targets a smaller number of students who are at risk for engaging in more serious problem behavior and need a little more support. Common Tier 2 practices involve small groups of students or simple individualized intervention strategies. Specific Tier 2 interventions include practices such as “social skills groups/clubs,” “Check In/Check Out" (CICO or it is also called the Behavior Education Program (BEP)), the Home/School Note program, or behavioral contracts.

Individual PBIS plans at the Secondary Prevention level involve a simple assessment to identify the function a problem behavior serves (practical Functional Behavioral Assessment or FBA) and a support plan comprised of individualized, assessment-based intervention strategies that include a range of options such as: (1) teaching the student to use new skills as a replacement for problem behaviors, (2) rearranging the environment so that problems can be prevented and desirable behaviors can be encouraged, and (3) monitoring, evaluating, and reassessing this simple plan over time.

Tier 2 Resources

Behavioral Contracts

A behavior contract is a written document between an instructor and student (and sometime parents) which specifies:

  • Expected behaviors.
  • Positive and negative consequences.
  • Time frame of the contract with review dates.

The contract is then signed by the instructor, student, and others who participate in the contract.  Behavior contracts are a practical and creative way for instructors to help students of all ages improve various problematic behaviors.  Below are some resources to help you learn more about using behavioral contracts.

Home Note Intervention

A home note is an informational note that provides communication between an instructor and parent and is an effective method for improving a student’s academic and social behaviors. Home notes can be a powerful tool for improving a student’s behavior because they regularly inform parents of their child’s progress and allow the use of consequences
that are rarely available to the teacher.  Below are some resources to help you learn more about using a home note system.

Check-In/Check-Out (CICO)
*Also known as the Behavior Education Program (BEP)

Check-In/Check-Out (CICO) or the Behavior Education Program (BEP) is a targeted group intervention and is designed as a Next Step for schools who are implementing SWPBIS with fidelity. The BEP is intended to address the needs of the students in the middle portion of the triangle, those who are “at-risk”. These are the students who are consistently getting a high number of referrals and are what we sometimes call the “frequent flyers.”  To learn more about the BEP just follow this link

Check & Connect

Check & Connect is an intervention used with K-12 students who shows warning signs of disengagement with school and who are at risk of dropping out. At the core of Check & Connect is a trusting relationship between the student and a caring, trained mentor who both advocates for and challenges the student to keep education salient. Students are referred to Check & Connect when they show warning signs of disengaging from school, such as poor attendance, behavioral issues, and/or low grades.

Check & Connect can be considered a Tier 2 intervention if it is the first intervention attempted but is often considered a Tier 3 intervention as well due to the individualized nature of the intervention.   To learn more about Check and Connect just follow this link.

Other Tier 2 Interventions

There are other Tier 2 interventions that schools can implement that are not described in as much detail on our website.  As you research and select additional Tier 2 interventions for the students at your school make sure to seek education/training and implement each intervention with fidelity.  The following resources may be helpful in your search:
